We are Family of 3 U.S. Citizens, Soviet Political Dissidents with German and Ukrainian heritage. In Summer 2012, we moved to Germany to find IT jobs and research our family's history. We spent all of our money ($60,000+) for this project. But, the German Government betrayed us and refused to help us at all! After 5 months in Germany, we were penniless and nearly homeless. Then, the German Authorities forced us to leave the country or face deportation.
First, let us provide you with our background.
I (Steve) was born in August 1943 near Wehrmacht Ost-Front "Wehrwolf" Headquarters in Vinnitsa, Ukraine. My Mother was Jewish. My biological Father was a high-ranking Wehrmacht Officer who actively helped Anti-Nazi Resistance. In USSR, I attempted to identify my biological Father. But after I met with witnesses, several of them died mysteriously and I was forced to stop.
In USSR, my wife Roxanne and I raised two sons. We also helped to liberate Soviet Dissidents. But for this, we were constantly persecuted by the KGB. Then, in 1990 United States Government granted us an Asylum as Political Refugees. In 2003, Chicago JCFS certified me a Holocaust Survivor. Regrettably, after I revealed that my biological Father was Wehrmacht Officer, "Claims Conference" Organization stripped my Holocaust Survivor Subsidy.
I (Steve) have 40+ years Scientific Background in Ill-Defined System Analysis. My research is important to Defense, Complex Engineering, Medicine and Finance.
I, Roxanne (Steve's Wife), am a Corporate Accountant and Manager.
I, Edward (Son), am an experienced IT Professional in Programming, Design, Filmmaking, Illustration and Multimedia Production.
For two decades, Chicago Criminal Groups harassed and terrorized our family.
In 2009, the Groups opened $50,000 Civil Lawsuit against us. Then in 2010, corrupt Chicago Police Officers arrested us (Steve and Edward) at our own home and charged us with 6 criminal acts. We hired Civil and Criminal Attorneys to defend us. But they took our last money and betrayed us. We were forced to learn the U.S. Criminal and Civil Law and defend by ourselves. In 2011, Jury and Judge acquitted us of all Criminal and Civil charges!
But the Neighbors continued to make our lives hell! They disturbed our sleep, slashed our car tires, attacked and threatened to kill us. They yelled: "We are preparing another case against you!" Every night, we counted the day we would leave the Chicago prison.
The German Government Officials informed us about "EU Blue Card" Visa Program for "highly skilled Foreign IT Professionals and Scientists." They promised to help us with IT jobs in Germany and assist in our family history research.
In United States, we attempted to find employment at a German Corporation. But due to long-distance, we encountered many logistical problems.
We believed the German Government Officials' promises and moved to Germany without a job contract. We were convinced that the German Authorities would welcome our German heritage and help research our family's history.
We paid off all of our debts and sold our belongings. But, due to time constraints, we were forced to donate most of our high-quality belongings to others.
In 10 August 2012, we landed in Frankfurt. We immediately approached German Authorities and filed new applications for Residency and Work Permits. The German Immigration Officials promised that our applications would be approved very soon.
In the meantime, we spent our money to live in Hotels. We attempted to rent a small apartment and sent out 200+ requests to Apartment Landlords. But once they learned we were U.S. Expatriates, they refused to rent us an apartment.
A few weeks later, we moved to Munich due to larger job market. We sent out 300+ requests to Apartment Landlords in Munich and suburbs. Once again, all of this was in vain. We also submitted our resumes to many German Corporations, but our attempts were futile.
At the end of September, all of our money was nearly depleted. By this time we have lost $50,000+ to move and find jobs in Germany:

- Airline Tickets with Luggage Fees ($14,000)
- 7 Week Hotel Stay ($7,000)
- Car and Van Rental Fees ($1,000)
- Luggage Storage Fees ($500)
- Food Expenses ($1,500)

In August and September, we asked many German Officials for help:

Lord Mayor Ude thanks you for your email dated 30/08/2012.
On behalf of the Mayor, we have forwarded your letter to the relevant service department happy with the request to verify your request and then to come back to you. Please be patient until you get additional message.
We believed Lord Mayor Ude and waited for an appropriate action. But, this was only an empty promise. Then, Lord Mayor Ude's Representatives claimed that Munich "Homeless Shelters are for Germans only." In the end, we wasted two weeks of valuable time and $1,700+ in Hotel Fees.
With God's help, we moved to Plattling (90 mi from Munich). Here's Plattling description by Wikipedia:
"Plattling is a town in the district of Deggendorf, in Bavaria, Germany. The town is situated on the river Isar, 9 km southwest of Deggendorf, just before the river enters the Danube. Around the time of World War II, the regions around Plattling became a conservative base of Nazi support, producing top-ranking SS officers like Leo Grasmeier and Heinrich Himmler. Until 1993 both Heinrich Himmler and Adolf Hitler earned places on Plattling's list of 20 Honorable Citizens." [Source
We found a tiny one-room lodge for $600/month on Plattling Horse Ranch. Unfortunately, the life here was not easy. From Day One, our Landlord Mr. B was very hostile and antagonistic. He made many promises but none of them materialized. The bathrooms and showers were 1,000 FT away in another detached building.

Plattling has approximately 12,400 residents. There is a Police Station just a few blocks from our lodge. Initially, we rarely saw any Police activity in the area. But within a few days, we noticed an increased surveillance of our family:
- Several times, Plattling Police Officers were following us on foot.
- Plattling Police Squad Car was patrolling near our lodge several times per day.
- On 16 October 2012 at 11:00 AM, a Police Helicopter approached our lodge at low altitude. For 30 minutes, it was loudly hovering on top of us then flew away.
- Our private information was leaking out to Third Parties.
Based on our experience as Political Dissidents, we were convinced that our Family was under surveillance.
German Police Officers and BMW Police Cruiser
On October 21, 2012 at 7:00 PM, we were preparing to eat supper in the Patio Room. Our Landlord's Friends and Clients were leaving the Guest Living Room to go outside.
Suddenly, our Landlord's Muscular Man ran toward us, fists clenched, yelling: "Hey you PUNK. What the FUCK is your problem? Let's go outside to resolve this!" Then, the Muscular Man stormed our property, pushing 3 of us further inside. He was yelling and throwing fists everywhere.
I (Edward) yelled back: "What is YOUR problem? Leave us in peace!" But the Man did not respond and kept trying to provoke us to fight. We did not hit the Muscular Man and repeatedly asked him to leave. Then, the Muscular Man attempted to grab a kitchen knife on our table. But we were able to push the knife away.
Muscular Man's screaming Female Friend pushed him outside. But then the Muscular Man returned carrying something very large and heavy. Several women were screaming and did not allow him through. I (Edward) grabbed my cell phone and alerted the Muscular Man that I was calling the Police. The Muscular Man and his Female Friend ran off to their expensive BMW and left before Police arrived.
Let us remind you: Plattling Police Station is just a few blocks away.
40 Minutes Later: Two Plattling Police Officers finally arrived. We described to them the event in detail. The Officers advised us to keep a distance from the Muscular Man.
The following day, we informed our Landlord about this horrific event. But the Landlord did nothing to resolve this matter. A few days later, the Muscular Man reappeared and threatened us again.
We sent several letters to Plattling Mayor Erich Schmid pleading for help. But we have not received any response.
Ausländeramt (German Immigration Office) of Deggendorf
On October 22, 2012, we visited the Ausländeramt (German Immigration Office) of Deggendorf. The Building Secretary directed us to Mr. C. K.'s Office. We approached Mr. C. K.'s Office and waited in a long line. After 45 minutes, Mr. C. K. opened the door and called us in. Mr. C. K. was approximately 35 years old. He was standing in the middle of a small Office, very close to us. Behind him was sitting his other Client: a young Muslim woman with a 6-month infant. Just a few minutes ago, this woman was in line before us. Mr. C. K. has not yet finished talking with her and already invited us in. There were no chairs for us to sit so we were forced to stand in the middle of the room. We asked if Mr. C. K. spoke English.
Mr. C. K.: "Yes."
Edward: "We are U.S. Citizens and... "
Mr. C. K. (interrupting): "You are facing deportation on November 11. Correct?"
We were shocked by Mr. C. K.'s detailed knowledge of our file! After all, we arrived to Ausländeramt without an appointment. We did not tell anyone our names, date of arrival to Germany or potential deportation date.
Steve: "I am greatly offended that we are forced to stand here and discuss our private issues in a presence of this other lady. Please finish your conversation with your Client and call us back. Goodbye." We immediately left the room and return to the waiting line.
15 minutes later: The Muslim lady exited the room and Mr. C. K. called us back in.
Edward: "Hello. Back in Frankfurt we filed EU Blue Card applications for Residence and Work Permits."
Steve: "German Officials told us we would qualify as highly-skilled Foreign IT Professionals."
We then outlined our German heritage, scientific background and accomplishments.
Mr. C. K.: "Do you have jobs now?"
Edward: "Without a Work Permit, we can't legally work in Germany. So no. We don't have jobs yet. But we are in discussions and need more time."
We then described our job search activity in Frankfurt and Munich.
Mr. C. K.: "All of you must provide me with threejob offers."
Edward: "We only have two weeks before deportation. Could you extend our deadline?"
Mr. C. K.: "No! You had 90 days to find jobs. On November 10, I will look into my computer. If you don't have jobs, I will call Police and have them deport you."
Edward: "Let me talk about my parents here. My Father is 69-years old. My Parents are married and retired. They receive pensions from U.S. Government."
Mr. C. K. (looks confused): "Pension? What is that?"
Edward: "Retirement Pension. Social Security. Are you telling me that my Senior Father and Mother both must find jobs within 2 weeks or they will be deported?"
Mr. C. K.: "Yes. If you come to Germany not due to Marriage or Baby, then you must find work. Germany does not need any more pensioners!"
Edward: "Do you have any alternatives for us to stay in Germany? For example: We could register as Self-Employed or Freelancers."
Mr. C. K. (looks confused): "Self-huh? Free? What is that?"
Edward (checks pocket dictionary): "Selbständig. Freiberufler."
Mr. C. K.: "No! You must find jobs! All of you!
Edward: "Back in United States, we had a successful IT Business. We could open our business here in Germany."
Mr. C. K.: "To open a business, you must provide proof of 250,000 EUR cash on hand. You must also PREPAY all taxes for the first year. Do you have that kind of money now?"
Then, I (Steve) once again outlined our German heritage, scientific background and accomplishments. I also showed him our Advanced Research Book and explained its importance to Germany.
Mr. C. K. briefly looked at the book and said: "This is worthless! You must find a job or you will get deported." He then tossed our book and demanded us to leave his Office.
We were offended by Mr. C. K.'s behavior and actions. He treated us as some third-class citizens. Mr. C. K. refused to file our "EU Blue Card" application and did not provide us any alternatives to stay legally in Germany. We filed a complaint with the Branch Manager, but they have never responded.
A few days later, we returned to Ausländeramt of Deggendorf to complete other paperwork. This time, we met with Mr. C. K.'s Supervisor. Unfortunately, the man claimed he could not speak English. Suddenly, Mr. C. K. entered the office and sat down behind his Supervisor.
Edward: "Sir. Mr. C. K. is here. We just spoke with him a few days ago in English. He'll translate our conversation."
Mr. C. K. whispered something in his Supervisor's ear. Then, he loudly said in broken English: "I don't speak English."
It was clear that the German Officials refused to help us. We immediately left the building.
Then, Ausländeramt of Deggendorf sent us an Official Letter denying all of our pending applications. The German Officials demanded us to immediately leave the country or we would be deported. (See portion of the 20-page letter below)
We asked the German Officials to loan us money for Airline Tickets and Luggage Fees. But the German Officials categorically rejected to help us.
German Government Contribution: $0 (ZERO)
We asked U.S. Consulate in Munich to help us repatriate to Boston, MA. In early December 2012, U.S. Consulate Officers approved our Repatriation Loan Application, purchased our Airline Tickets and ordered us to leave Germany.
We (Steve and Roxanne) paid for USA Luggage Shipping Fees with our Social Security checks.
Unfortunately, we could not take 1/3 of our high-quality clothes and books with us. We donated all of them to Bayerisches Rotes Kreuz (Bavarian Red Cross).
Our Family's Total Loss: $60,000 + $5,000 Repatriation Loan
